Mr. Spain began his career in real estate in 1965.  By 1978 he was operating 7 real estate offices in Northern Virginia.   In 1978 Mr. Spain bought the Better Homes and Gardens Real Estate Franchise for Maryland, Virginia and DC.  He opened another 9 offices in Maryland, Northern Virginia and one office in the District of Columbia.  He operated these offices very successfully until 1986 when he decided to sell his offices to the broker managers of each office.  This allowed Mr. Spain to work more exclusively with his commercial and residential developments.  

 

During the early 1970’s and up to 1992 he, in addition to operating his real estate business, developed a number of residential and commercial projects.   These included assembling over 3,000 acres of land and building over 12 miles of new roads, which yielded over 2,000 residential dwelling units.   In addition he bought, rezoned and resold over 1,500 acres of prime land in Fairfax, Prince William and Loudoun Counties, Virginia.

 

Through the first seven years of the 1990’s he subdivided two parcels of land consisting of 900 and 375 acres and bought a 200-apple farm in Fauquier County, Virginia.  In early 1999, after finishing a large real estate assemblage in Fairfax City, Mr. & Mrs. Spain sold their apple farm and moved back close to Washington to a home on the Potomac River.  In April of 1997, Mr. Spain found a real estate project known as the River Oaks Subdivision in Woodbridge, Virginia.  River Oaks is a 1st class subdivision having a total of 1,900 residential units and over 500,000 square feet of commercial retail space.  River Oaks was developed out with the last 22 acres sold in early fall of 2004. 

 

Mr. Spain is the Principal Broker CENTENNIAL COMPANIES in Reston, Virginia and, together with his wife Barbara, are partners in the West End Group of Investors, LLC, ADS Developers, LLC and Grand Vista, LLC all three doing business in Martinsburg and Ranson, West Virginia.  The West End Group and Grand Vista are now developing over 1,300 acres of residential and commercial land in Ranson, West Virginia.  These combined land parcels are designed by the world renowned architect and land planner, Douglas Carter of Davis, Carter and Scott of McLean, Virginia.  These projects will be unveiled to the Public in late December and will be one of the first totally Green Cities in America.  The project is titled RansonGreen will yield over 5,000 residential units.  Additionally, the developers will combine manufacturing of wind and solar technologies to the region and will open up these products to the public to allow for carbon credits to exist in West Virginia. 

 

In regard to their commitment to Development efforts in Ranson, West Virginia Mr. Spain and his partners have over 25 million dollars invested in land and design work to this date and have been responsible the annexation of over 3,000 acres into the City of Ranson.  They are currently developing 347 houses on Flowing Springs Road known as Shenandoah Springs Neighborhood.  Additionally, their efforts aided in the acquisition and planning for the newly built Potomac Market Place, a large retail center on Route 9 in Ranson.

A founding principal of Davis, Carter, Scott, Doug Carter has a wealth of knowledge and expertise in all aspects of architectural planning and design. With over 38 years of experience, he has developed and designed projects for Fortune 500 corporations, institutional, governmental and retail clients, hospitals and health care facilities throughout Europe and across the United States.

 

Mr. Carter is renowned for his abilities to create and conceptualize a design that reflects the client’s vision as well as the practical requirements and objectives. His work has been featured in Architectural Record, Building Design, Design and Construction, Urban Design Institute Publications, Newsweek and Time, as well as numerous local business publications.

 

Under his leadership, Davis, Carter Scott has received over 60 local, national and international design awards, including: the Walter Taylor AIA and AASA Award, the National Energy Conservation/ Owens-Corning National Award and the Northern Virginia Chapter AIA Citation for Energy in Architecture Award for Terraset Elementary School in Reston, Virginia. Mr. Carter is also the recipient of the 1998 Northern Virginia AIA Award of Honor.

 

Mr. Carter will have overall responsibility for the project and serve as Lead Designer. He will be actively involved to ensure that design is consistent, responsive and appropriate for the project scope and budget. He will commit all necessary resources to bring the project to a successful completion.
